Notice to Air Carriers serving Spokane International Airport
Proposed Amendment to approved PFC Application #97-03-C-00-GEG

Spokane Airport Authority received approval from the FAA to "impose and use" PFCs for eight projects at Spokane International Airport on March 24, 1997. This #97-03-C-00-GEG was then amended twice on August 18, 1998 and on January 24, 2003 respectively. Three of the proposed projects were deleted from the application through the amendment process previously. All remaining five projects in this application are now all complete and we have final actual expenditures. Prior to closing this application #3, we need to amend the collection and use amounts.

Spokane Airport Authority is proposing to increase the total amount of PFC's to be collected on these projects from the current approved amount of $35,805,772 to $38,175,419. Project #7 Regional Terminal Concourse Extension was approved for $20,566,659. The project was completed at an actual cost of $21,777,799 due to an increase in the cost of steel, labor and unforeseen conditions. This resulted in an increase needed of $1,211,140. Additionally, Project #8 Terminal Ticketing/Baggage Extension was approved for $12,339,995 previously. The project is now complete and the actual cost is $13,498,502. This results in an increase in PFCs needed of $1,158,507. Attached is a revised PFC project Spreadsheet titled "PFC Amendment Funding Summary Table" with final project costs and funding sources.

This proposed change does not result in a revised estimated expiration date due to the small increase in the revised collection amount needed of $2,369,647 and the actual PFC revenue collected during that time. In accordance with Federal Aviation Regulation 49 CFR Part 158.37 Passenger Facility Charges, Spokane Airport Authority will hold a consultation meeting with air carriers to discuss in detail the justification for the Amendment on Tuesday, May 23, 2006 at 1:00 pm local time, regarding this proposed amendment. The meeting will be held in the Airport Board Room located in the Administrative Offices on the second floor of the terminal building at the Airport.

Spokane International Airport plans to submit a proposal to amend and close out GEG PFC#3 as described above to the FAA for review and approval on June 28, 2006. We solicit your certifications of agreement or disagreement with the proposed change prior to the submission of the amendment to the FAA. We propose this amendment and closeout to be effective on August 1, 2006. If you have any questions prior to our presentation on May 23, 2006 of this proposal, please contact me.
